The Department of Conservation and Development (DCD) is seeking to fill one (1) Lead Weatherization and Home Repair Specialist - Project vacancy. The Lead Weatherization and Home Repair Specialist - Project position will be assigned to the Weatherization Program within DCD. This position performs assessments of work needed for client housing; and/or conducts post inspections to ensure required work was completed according to program guidelines under the Weatherization Program. This classification reports to and is supervised by the program manager or their designee. DCD is headed by a Director, and within DCD there are five (5) divisions under a Deputy Director or Assistant Deputy Director: 1) Current Planning; 2) Policy Planning; 3) Building Inspection Services; 4) Business and Information Services, and 5) Housing and Community Improvement. DCD’s main office is located in Martinez. DCD has a total staffing of approximately 165 positions serving the entire County of Contra Costa. We are looking for someone who is: A Problem Solver Team-oriented and able to work with internal and external stakeholders on meeting mutual goals and interests Able to communicate effectively orally and in writing Knowledgeable in the understanding of State/Federal Guidelines for Lead-Safe working environment, general carpentry and weatherization maintenance practice What you will typically be responsible for: Explaining weatherization and home repair services to residents Directing the work of a crew of Weatherization/Home Repair Specialists – Project in the performance of weatherization and home repair activities Properly allocating resources on the job site Performing assessments as to the Weatherization measures needed for the client’s residence following program guidelines, recording this information on forms and entering the information into the client file and computer audit program software Making final determination as to feasibility of planned work, proper practices and procedures Reading and interpreting technical program guidelines Operating diagnostic testing devices Maintaining records of work performed in client files Following basic safety practices Training staff Performing post inspections after all work has been performed in client’s residence compliance with program guidelines and standards A few reasons you might love this job: You will be working with an outstanding team that value public service You will be working outdoors You will have a consistent schedule You may be able to work from home two days a week You may be able to request a 9/80 work schedule (a schedule where the employee works 80 hours over 9 workdays within a two-week period and takes the 10th workday off) A few challenges you might face in this job: You will be expected to have the physical ability and mobility to work in an office setting and field environment You will be working in a fast-paced environment You will be routinely dealing with the public Competencies Required: Delivering Results : Meeting organizational goals and customer expectations and making decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks General Physical Ability : Using strength, endurance, flexibility, balance, and coordination Legal & Regulatory Navigation : Understanding, interpreting, and ensuring compliance with laws and regulations Professional & Technical Expertise : Applying technical subject matter to the job Safety Focus : Showing vigilance and care in identifying and addressing health risks and safety hazards Action & Results Focused (Taking Initiative) : Initiating tasks and focusing on their completion Adaptability : Responding positively to change and modifying behavior as the situation requires Attention to Detail : Focusing on the details of work content, work steps, and final work products License Required: Possession of a valid California motor vehicle operator’s license. Out of state valid motor operator’s license will be accepted during the application’s process. Education: Possession of a high school diploma, G.E.D. or equivalent, or high school proficiency certificate. Experience: Two (2) years of full-time or its equivalent work experience performing construction, repairs, insulation, or weatherization of buildings.
